The Council of Ministers today approved a Royal Decree-Law by which they are extended until September 30, 2020
extraordinary measures to promote temporary agricultural employment, contemplated in Royal Decree-Law 13/2020, which established its validity until June 30.
Some measures that will guarantee the availability of labor, to meet the needs of farmers and ranchers, in the face of health limitations to the mobility of workers from other countries that perform agricultural work as seasonal workers, as a consequence of COVID-19.
A strongly seasonal sector, subject to the needs of the production cycles of each of the crops, which requires more labor between the end of March and September, coinciding with several of the most active and important campaigns, such as the fruit of bone or summer crops, The objective of this extension is to ensure collection and guarantee the supply of the entire food chain so that the productive flow is maintained, as until now, and that the products reach the final consumer, without decreasing the quantity and quality in supplying the population.
With the approval in the Council of Ministers of this extension, it is allowed to maintain the income of the population that needs it most and improve the socio-labor conditions of the population, by making the perception of benefits compatible with a salary in the field. The maintenance of the activity of many farms has already been assured, helping to alleviate the lack of personnel detected, especially in the fruit sector in various parts of Spain, for which reason it is necessary to extend the time frame of application of the standard.
Agricultural worker needs
The agricultural sector currently requires 75,000 workers in Spain to meet the needs related to harvesting, harvesting, production, distribution, etc., Very relevant aspects of the new regulations are:
1) The possibility of making the rural wage compatible with unemployment benefits.
2) The extension of permits to immigrant workers, so that they can be hired for agricultural work. Those who have expired their work permit in Spain will see it renewed until September 30 and not until June 30, as until now.
The situation is especially significant in the case of immigrants over 18 years of age, who with the age of majority cease to have the status of MENA (unaccompanied foreign minors) and were granted residence permits, but not work. The Decree of last April (extended in today's Council of Ministers), grants them the possibility of obtaining a work permit if they are hired in the agriculture sector.
